Get a service

A person may request a birth certificate or a statement regarding registration of the fact of birth and receive it in accordance with the procedures specified in regulatory enactments. A repeated birth certificate must be obtained if it is lost, it shall contain inaccuracies or defects which make it impossible to read the information indicated, or if it has been issued in accordance with the procedures provided for in the Latvian USR Marriage and Family Code, i.e. until 1 September 1993, and if it is necessary to use this document abroad. The fulfilment of the requests received shall be ensured by the local government family lists departments of the Republic of Latvia, diplomatic and consular missions in foreign states and by the Ministry of Justice of the Republic of Latvia Civil Registry Department. The person must pay the national fee of EUR 7.00 for issuing the birth certificate. Persons who are exempt from the national fee:
1) with group I or II disability;
2) are under the full dependants of the State or local government;
3) recognised as poor;
4) orphan or child who has been left without parental care until the age of 24;
5) a multi-child family, if one declared place of residence or additional address has been specified for it, and at least three children in care, including those placed in a foster family and under guardianship.
Fee to the Ministry of Justice of the Republic of Latvia, Civil Registry Department for a statement attesting the registration of a person's birth are EUR 7.00. A certified statement may also be obtained in the form of an electronic document with a secure electronic signature at the electronic mail address specified by the person. A statement regarding the registration of birth may be received in accordance with the urgency procedure within five working days. The payment of the accelerated provision of the service shall be subject to a coefficient 3. The person pays for the service before receiving the service. When submitting an application in person in the Civil Registry Department, payment for the service may only be performed with a bank settlement card. In the Ministry of Justice, persons shall be released from the fee for the preparation of a statement:
1) who are under the full state or local government dependant;
2) who has been recognised as poor;
3) orphan or child who has been left without parental care until the age of 24;
4) a multi-child family.
Where a document is intended for use in a European Union country, a certificate or a statement, in accordance with Article 1(2) of Regulation (EU) 2016/1191 on the facilitation of the free movement of citizens by simplifying the requirements for the presentation of certain public documents in the EU, and amending Regulation (EU) No 1024/2012 (hereinafter - Regulation), a multilingual standard form (hereinafter - form) may be added to which: from the languages of the EU Member States (to be indicated in the application). The attachment of the form to the document in the Civil Registry Department shortlists is a fee service of EUR 7.00 in paper format, EUR 5.00 in electronic format (further e-format) with a secure electronic signature. For the preparation of the form, the above mentioned benefits and fees for the expedited provision of the service are applied. The form shall be issued for a certificate or certificate issued during the period from 01.01.2013. The form may also be requested in any of the Latvian local government's family lists departments or diplomatic and consular missions. If the document is intended to be used outside the European Union, it must be certified by Apostille (not covered by the Form Regulation) by the Latvian Sworn notary.

Process description

  1. Service requests
    The Latvian national portal www.latvija.lv must carry out an e-service “Requesting a re-birth certificate or a certificate from the birth register” or “Application to the institution”, or submit an application in person, or by sending an e-mail to the official e-mail address of the institution an application signed with an e-signature or by sending it to the institution via mail. The purpose of the use of the document shall be indicated in the application. If a document regarding another person who is a relative is requested, the submission shall indicate the degree of mutual relationship between the persons and the relationship shall be attested by documents. If a document regarding another person who is not a relative is requested, the application shall specify the purposes of the use of the document and shall produce documents attesting the basis of the legal interest. The mandate, etc., for documents issued in another State of the European Union must be a notarised translation into Latvian. The mandate, etc., of documents issued in a country outside the European Union must be certified by Apostille and also notarially translated into Latvian. The approximate time period for completing the application form from 2 to 5 minutes.

  2. Receipt of services
    A person may receive a repeated birth certificate or statement in person in the local government correspondence department, diplomatic and consular mission or in the Department of Nightlists, selected in e-service, or receive a statement in his or her e-mail as an electronic document with a secure electronic signature.
    Required documents:
    1) a valid personal identity identification document in the Republic of Latvia;
    2) if requested for a relative, the documents certifying the relationship shall be presented;
    3) if requested for another person, the documents justifying the legal interest must be produced;
    4) the authorised person, in addition to the above, must present a notarially certified power or power with a translation in Latvian, if it has been drafted in the language of another State.
    A notarial translation in Latvian shall be attached to the mandate and documents issued in the State of the European Union. If the document is drawn up in a country outside the European Union, the document must be certified by Apostille and by a notarially certified translation into Latvian.
