Description:
A natural person shall request repeated documents on his or her own or be requested by his or her authorised person, presenting a notarially certified authorisation in Latvian. When requesting a statement about another person, it is necessary to demonstrate his or her legal interest and/or relationship, to indicate the purpose of the use of the document.
A person may request a registration of a marriage certificate or a statement regarding registration of the fact of marriage and receive it in accordance with the procedures provided for in regulatory enactments. A certificate must be obtained if it is lost, containing inaccuracies or defects which make it impossible to read the information provided, or, if it has been issued in the correspondence section up to 01.09.1993 and the document needs to be used abroad. The right to request a marriage certificate and a statement regarding the registration of a marriage shall be held by the person for whom the entry was made or by the person authorised by it. If the marriage ends with the death of one spouse or the declaration of the deceased, a statement regarding the registration of the marriage shall be issued. If the marriage is divorced, a statement regarding the registration of the marriage shall be issued with a note regarding the fact of the divorce. If the fact of the divorce is registered in the Latvian family list department until 01.09.1993, a statement from the divorce register may be received. The fulfilment of the request shall be ensured by the Latvian local government family list departments, diplomatic and consular missions in foreign states and by the Ministry of Justice of the Republic of Latvia, Civil Registry Department. The issuing of a certificate shall be subject to payment of the national fee of EUR 7.00, by producing an appropriate document from the national fee, by persons:1)with an I or II disability group;2)being dependent on the full state or local government;3)recognised as poor;4)reaching an orphan or a child who is left without parental care until 24 years of age.5)a multi-child family, if one declared place of residence or additional address has been specified for it and at least three children in care thereof, including those placed in a foster family and under guardianship. Information in the form of an electronic document signed with a secure electronic signature at the electronic mail address indicated by the person,fee for service EUR5.00, may be received from the Department of Justice. Such a statement may also be obtained by urgency within 5 working days (a coefficient of 3=EUR 15.00, shall apply to payment. A person pays for the service before receiving the service (the properties for performing the payment are sent after registration of the application). Persons shall be released from payment for the service in the Ministry of Justice:
1) who are under the full state or local government dependant;
2) who has been recognised as a poor;
3) an orphan or a child left without parental care after reaching the age of 24;
4) a multi-child family.
Where the document is intended to be used in the European Union for countries, a certificate or a statement (not applicable to statements relating to the fact of divorce and to divorce registers) issued during the period from 01.01.2013, pursuant to Regulation (EU) 2016/1191 on the facilitation of the free movement of citizens by simplifying the requirements for the presentation of certain public documents in the EU, and amending Regulation (EU) No 10101 Article 1(2), a statement or a certificate may be accompanied by a multilingual standard form (hereinafter referred to as “the form”) in one of the languages of the Member States of the European Union (to be indicated in the application). A multilingual standard form may be attached to the document as an e-document in the Department of the Justice Department. For the preparation of the form, the above mentioned benefits of the Justice Department fee services and the charges for the expedited provision of the service are applied. Service requests
The Latvian national portal www.latvija.lv must select and perform an e-service “Requesting a Re-Marriage Certificate or a Statement from a Marriage Register” or “Application to an Institution”, or submit an application in person (the Justice Department shall not accept visitors in person) or by sending an e-mail application to the official e-mail address of the institution, which has been signed. by e-signature or by sending it via mail to the authority. The purpose of the use of the document shall be indicated when completing the application. If a document regarding another person who is a relative is requested, the submission shall indicate the relationship between each other, the documents certifying the relationship shall be attached. If a document regarding another person is requested, the application shall state the basis of the legal interest and produce documents certifying it. The mandate and documents issued in another State of the European Union must have a notarised translation in Latvian. Documents issued in a country outside the European Union must be certified by Apostille and notarised in Latvian. The approximate time period for completing the application form from 2 to 5 minutes.
Receipt of services
A person may receive a repeated marriage certificate or a statement in person in the local government correspondence department or in the diplomatic and consular mission selected in e-service (the Department of Justice Ministry shall not accept visitors in person) or receive a statement in his or her e-mail as an electronic document signed with a secure electronic signature. Necessary documents: 1) a valid personal identity identification document in the Republic of Latvia; 2) if documents certifying relatives, kinship are requested; 3) if requests for another person, the documents justifying the legal interest shall be presented; 4) the authorised person shall present, in addition to the above, a notarially certified term in the Latvian language or a letter with a translation to the Latvian in a language, if it has been drawn up in another country's language.
