On Tuesday, August 18, the Cabinet of Ministers reviewed the informative report "On the Execution of Official Publication and Legal Information Provision Functions". The informative report determines further actions to ensure the fulfillment of the public administration tasks delegated by SLLC "Latvijas Vēstnesis" - provision of the official publication.
Deputy Prime Minister, Minister of Justice Jānis Bordāns: "”Latvijas Vēstnesis” not only ensures the publication of laws, but also promotes the understanding of the public of the rights and obligations of persons specified in the regulatory enactments, as well as maintains critical infrastructure essential for the security of the Latvian information space. Therefore, the provision of stable funding for the fulfillment of the tasks delegated to the "Latvijas Vēstnesis" by the state is vital for reasons of national security and security of the information space.”
The strategic goal of “Latvijas Vēstnesis” is set to ensure the operation of a sustainable, universally accessible and unified platform, in which important and high-quality state, civic and legal information is provided directly to the public.
By granting independent funding to SLLC "Latvijas Vēstnesis", the right of everyone to know their rights guaranteed by the Constitution will be ensured. All national regulatory enactments will be available to the public (including merchants) and state institutions (including courts) in one place and free of charge (current, historical and future versions), which will significantly facilitate the public in identifying their rights and obligations, as well as application and enforcement of regulatory enactments to state institutions. In addition, every provider of official information should not have to pay for the necessity to publish information, as well as the costs will be reduced for various groups of society (including merchants), which are required by law to publish information in the official gazette. In addition, it has been agreed that all binding regulations of local governments will be published in the official gazette “Latvijas Vēstnesis” and systematized in the portal likumi.lv.
The President of Latvia Egils Levits has also called for the provision of the state budget for the performance of the functions specified in the Law on Official Publications and Legal Information.
When taking note of this informative report, the matter of the funding for the performance of the tasks delegated to the SLLC “Latvijas Vēstnesis” by the state administration in 2021 and later on in the amount of 1 391 328 EUR will be reviewed by the Cabinet in the process of the preparation of the draft law “On the Medium-Term Budget Framework for 2021, 2022 and 2023” and the draft law “On the State Budget for 2021” together with priority measures requested by all ministries and other public administration institutions.
