The way of acting of the former Director General of the State Land Service will be evaluated also by law enforcement authorities 11.05.2020
Pursuant to the decision of the Minister of Justice Jānis Bordāns, the materials of the disciplinary case, initiated against Solvita Zvidriņa, the Director General of the State Land Service (SLS) are forwarded to the General Prosecutor’s Office for performance of examination and adoption of the relevant decision.
Pursuant to the decision of the Minister of Justice of 8 April 2020, a disciplinary penalty was imposed on the Director General of the SLS - discharge from the office held. The law stipulates that application of the disciplinary penalty does not exclude the civil liability, administrative liability or criminal liability of a civil servant. The disciplinary case examination commission found in the way of acting of the Director General of the SLS also indications on the possible commitment of a criminal offence provided under the Criminal Law.
As a result of investigation of the disciplinary case it was established that the head of the SLS has committed violations of the Law On Prevention of Squandering of the Financial Resources and Property of a Public Person - has failed to perform the duty imposed by law to lawfully and usefully operate with financial means by causing a significant financial loss to the state in the amount of at least 74,460 euro. When examining the compliance of the amount of premiums paid-out to employees with regulatory enactments and orders of the SLS, it was established that the amount of premiums paid-out in 2019 exceeds the permissible in 83 cases and in 2018 - in 89 cases.
Besides, also the materials of the disciplinary case in relation to possible additions of work volume specified in the cost-estimate of cadastral survey of structures or other illegal activities during the process of fulfilment of orders were sent to the Office of the Prosecutor General. Having the same working regulations, disproportionally high work productivity and remuneration was recorded for few cadastral survey specialists of structures compared with other specialists. It is not possible to assess such circumstances within the framework of the disciplinary case, therefore, the acquired information is forwarded to law enforcement authorities.
